The U.S. Attorney's Office for the District of Columbia is unique in the size and the scope of its work. It serves as both the local and the federal prosecutor for the nation's capital. On the local side, AUSAs assigned to the Superior Court Division prosecute cases ranging from misdemeanors to homicides. On the federal side, AUSAs assigned to the Criminal Division prosecute federal crimes. The Civil Division further defends the United States in civil suits brought in the District of Columbia. All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education. If selected for this position, you will join a well-respected team that is responsible for working with the senior financial litigation specialist to research and evaluate debtor assets and the collection of criminal and/or civil monetary impositions in the Civil Division in the United States Attorney's Office for the District of Columbia.

Typical work assignments will include:

  • Identifies assets such as cash, property, bonds, mutual funds, cash value in insurance policies and variable annuities, stocks, travelers' checks, Series EE savings bonds and bearer municipal bonds.
  • Identifies assets and the conversion of assets to personal property i.e., art, jewelry, collectibles, antiques, vehicles, boats, planes, hobby equipment, gun collections, etc.)
  • Conducts searches of public records to reveal debtor's asset holdings such as property deeds, liens, judgments, bankruptcy or associated business entities, licenses and property in the name of another party
  • Researches debtors sources of income (wages, interest, dividend, retirement, rental, etc.)
  • Develops strategies for locating assets that have been assigned, converted, transferred to or established in names of or for third parties to conceal a debtor's interest in property or rights to property.
  • Analyze the electronic files in the case system and evaluates information provided; drafts required legal documents; and makes recommendations based on factual and legal research.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

To be qualified for the GS-09 Legal Administrative Specialist, you must possess one year of specialized experience equivalent to the GS-07 level in the Federal Service; or a master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; or a combination of specialized experience and education.

Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized Experience is defined as working with senior financial litigation specialist or supervisor in examining, evaluating and assembling case files and other related documents and materials to provide litigation support; drafting required legal documents, letters, forms and reports as requested; utilizing open sources and/or third parties to conduct searches related to asset holdings and income; applying analytical and evaluative methods and techniques; communicating with the public, attorneys and government agencies; Utilizing computer software, including email, word processing, database management, internet browser software and collections related software. Education: a master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D, if related (e.g., Criminal Justice, Law). Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
OR
Combining Education and Experience: a combination of specialized experience and education which when combined equal 100% of the requirements. Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.

To be qualified for the GS-11 Legal Administrative Specialist, you must possess one year of specialized experience equivalent to the GS-09 level in the Federal Service; or a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; or a combination of specialized experience and education.

Specialized Experience is defined as developing strategies for locating assets; conducts searches of public records to reveal debtors asset holding and sources of income; drafting legal instruments and assembles case files; communicating with the public, attorneys and government agencies; utilizing computer software, including email, word processing, database management, internet browser software and collections related software; performing assignments based on knowledge of the litigation process and local court rules; preparing various legal documents base on knowledge of the litigation process and local court rules. Education: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
OR
Combining Education and Experience: a combination of specialized experience and education which when combined equal 100% of the requirements. Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
